The concept of assigning students to perform national service in India has its roots in the legacy of the country's founder, Mahatma Gandhi. He repeatedly attempted to instill in his students that the fundamental idea that they should always put is civic responsibility. The primary responsibility of students should not be to view their time in school as a means of getting ready for a career that would ultimately see them serve people who supply the nation's vital national goods and services. The full form of NSS is the National Service Scheme. It is an organization supported by the Indian government and managed by the Ministry of Sports & Youth Affairs. It was launched in 1969 to build the character of students and younger generations via community services. The education commission headed by Dr. D. S. Kothari (1964-66) recommended that students at all stages of education should be associated with some form of social service. This was taken in to account by the state education Minister during their conference in April 1967 and they recommended that at the university stage, students could be permitted to join the National Cadet crops (NCC) which was already in existence on a voluntary basis and an alternative to this could be offered to them in the form of a new programme called the National Service Scheme (NSS).
The planning commission approved an expenditure of Rs. 5 crores for the National Service Scheme (NSS) during the Fourth Five Year Plan after the specifics were quickly worked out. It was mandated that a few colleges and universities should launch the (NSS) Program as a trial project. On September 24, 1969, Dr. V. K. R. V. Rao, the Union Education Minister at the time, announced the NSS Program at 37 universities across all states and simultaneously asked state Chief Ministers for assistance and cooperation. From that point on, September 24 is observed nationwide as National Social Service Day.
Our college, B.P. Chaliha College, Nagarbera, was founded in 1972. The NSS Cell was established In 1979, while Deba Prashad Saikia serving as the Principal. Since then the NSS Cell is doing different activities under different programme officers. The name of the Programme Officers are mentioned below:

A Cleanliness Drive was organized as a part of Swachh Bharat Abhiyan on 1st. of October 2023 at the B.P. Chaliha College Campus with NSS Volunteers (student) participants on the college campus. Almost 36 students participated.

Doctors and Nurse and the NSS Volunteers in Nagarbera Rash Maha Mohotsov Anusthan. A cleanliness drive was organized in Rash Mohotsov Area by NSS Unit.
