In India, the idea of involving students in the task of national service dates back to the time of Mahatma Gandhi, the father of the nation. The central theme which he tried to impress upon his student audience time and again was that they should always keep before them, their social responsibility. The first duty of the students should be, not to treat their period of study as one of the opportunities for preparing themselves for final dedication in the service of those who provided the sinews of the nation with the national goods and services so essential to society. The full form of NSS is the National Service Scheme. It is an Indian government-sponsored entity under the Ministry of Sports & Youth Affairs. It was launched in 1969 to build the character of students and younger generations via community services.
'ভাৰত'ত ছাত্ৰ-ছাত্ৰীক ৰাষ্ট্ৰসেৱাৰ কামত জড়িত কৰাৰ চিন্তা জাতিৰ পিতা মহাত্মা গান্ধীৰ সময়ৰ। তেখেতে ছাত্ৰ-শ্ৰোতাসকলক বাৰে বাৰে প্ৰভাৱিত কৰিবলৈ চেষ্টা কৰা কেন্দ্ৰীয় বিষয়টো আছিল যে তেওঁলোকে সদায় তেওঁলোকৰ আগত ৰাখিব লাগে, তেওঁলোকৰ সামাজিক দায়বদ্ধতা। ছাত্ৰ-ছাত্ৰীৰ প্ৰথম কৰ্তব্য হ'ব লাগিব, তেওঁলোকৰ অধ্যয়নৰ সময়ছোৱাক সমাজৰ বাবে অতি প্ৰয়োজনীয় জাতীয় সামগ্ৰী আৰু সেৱাৰ সৈতে ৰাষ্ট্ৰৰ সেৱাৰ বাবে সিঁচৰতি হৈ থকাসকলৰ সেৱাত চূড়ান্ত সমৰ্পণৰ বাবে নিজকে প্ৰস্তুত কৰাৰ এক সুযোগ হিচাপে গণ্য নকৰিব। এন এছ এছৰ সম্পূৰ্ণ ৰূপ হ'ল ৰাষ্ট্ৰীয় সেৱা আঁচনি। ই ক্ৰীড়া আৰু যুৱ পৰিক্ৰমা মন্ত্ৰালয়ৰ অধীনত ভাৰত চৰকাৰৰ পৃষ্ঠপোষকতাত চলি থকা এটা প্ৰতিষ্ঠান। 1969 চনত সমাজ সেৱাৰ জৰিয়তে ছাত্ৰ-ছাত্ৰী আৰু নৱপ্ৰজন্মৰ চৰিত্ৰ গঠনৰ বাবে ইয়াৰ শুভাৰম্ভ কৰা হৈছিল।
The education commission headed by Dr. D. S. Kothari (1964-66) recommended that students at all stages of education should be associated with some form of social service. This was taken in to account by the state education Minister during their conference in April 1967 and they recommended that at the university stage, students could be permitted to join the National Cadet crops (NCC) which was already in existence on a voluntary basis and an alternative to this could be offered to them in the form of a new programme called the National service Scheme (NSS).
The details were soon worked out and the planning commission sanctioned an outlay of Rs. 5 crores for National Service Scheme (NSS) during the Fourth Five Year Plan. It was stipulated that the (NSS) Programme should be started as a pilot project in select institutions and universities.
On September 24th 1969, the then Union Education Minister Dr. V. K. R. V. Rao, launched the NSS Programme in 37 Universities covering all states and simultaneously requested the Chief Ministers of states for their co-operation and help. From then the 24 September is regarding as a NSS day all over the Nation.
In our college, B.P.Chaliha College, Nagarbera is established on 1972, and NSS Cell from in 1979 under the Principal Dr. Debo Prashad Saikia Sir and the responding programme officer was Prof. Habibulla Dept. Of Arabic.
Since then the NSS Cell is doing different activities under different programme officers. These officers/ Professor Name mentioned in below who are served as NSS programme officer as follows:-
